the reason Howard didn't want to apologise (on behalf of the Government) for the Stolen Generation is that he was planning to do it again.

I think the reason Howard will not apologise to the Stolen Generation, is because he thinks that there is nothing to apologize for. In his world-view, the Government of the time was doing the best thing for the Aborigines. Never mind that it tore a people apart, and they are still trying to put the pieces back together again.
