He's missed the boat, in that calling the Democrats "the party of terrorism" has become passe. They control Congress, and Bush has a 28% approval rating, so Americans are over the idea that Dems can do no right.

You're assuming there's a local purpose. My (paranoid) theory is that the Great Horned Toady was asked to inject the talking point into the US Media, because it would look reprehensibly insensitive if the attack on Obama came directly from the Bush Administration. But now they can say (as does Gerard Henderson in today's SMH) "How vulgar, but you know, he has a point."
And, while I'm hoping against hope that Rudd will win the next election (despite my misgivings) the polls are pretty meaningless at the moment. You have to remember that Latham was the preferred prime minister around this time before the last election.
And again, my paranoia makes me feel we're going to have another Tampa/9-11 type incident just before the next election. Hopefully it will misfire spectacularly, but I'm not sure you can under-estimate the intelligence of the electorate enough now.
Your first paragraph is the only idea I've heard that makes sense, given the people involved. Doesn't seem to be gaining traction in the US, tho. Even a Republican said, "Butt out", and Obama's, "Put up or shut up" has teeth.
And oh, yeah. Cautious optimism, accent on "cautious".
